There are plenty of materials fit for balancing a pen mod to one's liking. Listed here are the more common materials for shifting the COP of a pen mod to the perfect location.

Paper
Using wads of paper inside a cap can make small adjustments to almost balanced mods. Example: the Comssa is almost balanced by default and only needs a small adjustment to achieve perfect balance.
Grip
Cut peices of unused grips can provide more weight than paper and are usually pliable enough to cram into small spaces.
Blu-tak
While also very pliable, blue-tak may be too messy for some spinners. Can add weight similar to that of a grip piece into smaller spaces.
Metal tip
Not as many options for placement as the previous materials but can add a lot more weight when needed. Various-sized tips can add more or less weight the end of a pen mod.
